March 31 2010

Ryan-Biggs Associates, P.C., a consulting firm specializing in structural engineering in Clifton Park, NY, announced today the licensing of Justin S. Pechar, P.E., S.E., as Structural Engineer by the National Council of Examiners for Engineering and Surveying (NCEES).

Mr. Pechar has successfully passed the NCEES Structural II Exam.  The exam was developed with questions that require a variety of approaches and methodologies; including design, analysis, and applications. This license signifies his ability to practice competently in the structural engineering discipline.

An SE License is a privilege given by a jurisdiction to fully practice the discipline of structural engineering. It is granted to individuals who demonstrate competence through education, experience, and examination. Eleven jurisdictions offer SE licensure but only Illinois and Utah formally recognize structural engineers separately from professional engineers.  Illinois was the first state to enact SE licensing in 1915.  Mr. Pechar also became licensed to practice in Illinois.

Structural Engineering is the science and art of designing and constructing, with efficiency and elegance, buildings, bridges, towers, tanks, frameworks, and similar structures so they can safely resist the forces to which they may be subjected.

With the firm since 1997, Justin manages many of the firm's medical, educational, and industrial projects.  Justin earned his Bachelor's degree from Union College and his Master's degree from Penn State University. He is a member of the American Institute of Steel Construction and the American Concrete Institute and is professionally licensed in NY, IL, and VA.  His structural design experience includes:  renovations and additions to Bethlehem Central Schools, expansion of the emergency department at Saratoga Hospital, and the expansion of the emergency department at Kingston Hospital.
